In the Scott world, they are PR1 and PR2. The catalogue says that they are newspaper tax stamps. On regular paper, they have fairly high values.
Scott also refers to stamps printed on thin, translucent paper, giving them numbers of PR1a and PR2a. These were unissued, apparently, and have a much lower catalogue value.
I've read elsewhere that the tax was imposed on foreign newspapers, but Scott doesn't mention this.
