Can Anyone Explain Presort Standard 14.6 Cent Postage Rate?

Just curious if anyone can explain this postage rate:



It appeared on a #10 envelope in a recent bulk mailing I received just yesterday (04/20/2013) from a non-profit organization seeking a donation. It's also curious that not only does the postage meter not contain a date, but no month or year, either.

USPS research suggests many similar rates but nothing that specifically meets the 14.6 cent rate. The nearest I can find is a 14.9 cent rate.

No big deal, just a postage rate I've never seen before. Any ideas?

Wt1, I always enjoy your research! I can not answer your question with 100% certainty, but in a previous case where I found a weird amount on a meter it was a mistake. Or maybe someone did not know what they were doing!

Thanks 22crows! I found it (buried deep inside all of the postal rates shown for "Commercial - Standard Mail - Carrier Route and Automation - DSCF Discount".) No wonder these obscure rates are hard to find!

No wonder the USPS loses money! Can you imagine the cost of supporting a bureaucracy that creates and manages such trivialities?
