If we subscribe to the term "replaced" in terms of denomination, then the 632 was *replaced* by the 1¢ Washington, Bicentennial in 1932, #705... with plate numbers beginning at 20561, with the last reported plate as 20844, followed by the Century of Progress 1¢ in 1933, followed by the 1¢ #740 Yosemite (21246-21253) and 3 or 4 other 1¢ stamps (all) before 1938...
If you disregard the above, then it would be a valid statement to make if you view the *series* 632-642 as being replaced in 1938 by the Prexies ~ 803-834... however, as demonstrated there were serveral 1¢ issues between 632 and 804... -------------------------------------------

Commems were issued for a limited period, but the definitive issues were issued for, usually, large periods of times and were the vast majority of stamps sold and used.

Not that simple. The image is not good enough to rule out other alternatives. While the 1 cent stamp is likely to be as 552, it should be checked for height by overlaying a rotary press sheet stamp or a flat plate sheet stamp to prove that it is flat plate. Measuring would be counter productive. Back to the image. Please use a scanner.
