The Arabic words translated to "Ottoman Empire". The bottom lettering says "vingt paras".

I just found out that the overprint in black means "issued or printed", maybe hani.1991 can double-check if I'm right

Hanni.1991, you are correct, it is a Turkish stamp. It is however from 1894 I believe, and it is a newspaper stamp.

vingt is the French word for 20 , so a 20 paras stamps , They also use the piastre on the stamps, the piastre come from Venise I think but was spread by the French. French Canadian still use the word piastre , but we pronounce it piasse and we use it for all the dollars bills, 2 piasse, 20 piasse

Gibbons has the date as 1893. The overprint says (approximately) Matbu'a and means For Printed Material
