I would say neither. The terminology is used for coins and probably doesn't have a similar meaning to stamp collectors.
As for having a clear impression like a proof stamp, neither does. They are pretty strong but are far from being like a proof. It is hard to tell much with the first scan because it is out of focus. As for the second, what make it unlike proofs is: • the heavy shading behind and under letters are blurred at the edges. • throughout the burelage/engine-turning design behind the head, there are many many spots of color that are not completely inked. • There are weak spots and breaks in the outer parts of the frame, most noticeable at the right.
On normal printed issues, this can often be caused by variance in inking or printing plate wear, or other factors.
If you want further clarification, consider buying a plate proof (Scott 65P3) and carefully compare it with any stamp of the same design.
The top image has pixelated from being copied and enlarger to determine much of anything. The bottom image is much more sharp with a strong impression.
