Note that that First-Class International Mail can
only contain non-dutiable
documents. All other matter is classified as
goods and is prohibited from being mailed as First-Class International Mail.
This is a UPU rule and ALL countries which are members of the UPU are required to comply (since 2019). Only "documents" are allowed inside a First Class mail, anything else (including stamps) is considered "goods" or "merchandise" and requires a Customs Declaration and is subject to any applicable duty taxes.
Can you 'get away' with sending stamps in an International First Class envelope? Yup. Can they interrupt, stop, delay, and/or even confiscate any International First Class mail that they find "goods" in? Yup.
Note that sending stamps via First Class mail is typically allowed within a country, this UPU regulation applies only to International First Class mail.
