Looks like you tried to take a photograph of it through a magnifying glass. Would be best to take as best a photo as you can that will show the entire stamp.
Still, I can make some guesses about the stamp.
The stamp may be an El Salvador commemorative stamp celebrating the 25th anniversary of the United Postal Union or UPU (the P.U. and the date of 1899 are the clues I am going by). The UPU was founded in 1874.
"Franqueo Oficial" is Spanish for "Official Franking".
What you have then, is a 3 centavo El Salvador commemorative stamp celebrating the 25th anniversary of the UPU, which has been overprinted for official use.
I will leave it to others to provide catalog number and give an estimate of value.

It's Scott O151 (Official) and worth minimal catalog value (20 cents). It's a possible Seebeck reprint and Scott questions if this stamp or like stamps were ever put into use. These were common and popular in stamp approvals by mail. Will
