Hi, the 12c stamp below looks way too dull. How would you try to get it somewhat livelier? To compare I scanned it together with a contemporary 10c. I'd be gratefull for any advice.

I'd try a cool water bath. Soak it in cool water for an hour or so, gently brush the stamp with a small paint brush to help loosen the grunge, rinse in clean cool water, let it dry to just damp (drip dry) then place between two clean pieces of paper and set a stamp catalogue on top until tomorrow or the next day.
Also while still damp, unfold any bent perf tips. One bottom left?

I've tried that even with a drop of dish soap added for 24 hrs - didn't note any change.

Looks like the dirt's inbetween the fibres of the paper. Maybe it's Aspergillus niger (black mould).

It's possible that sometime in the past someone tried to clean the cancel, and this was the result.

Pen cancel? That black spot on the lower right of the oval frame has soaked through.
