Very good question. The Trajan catalogue lists the item in black brown as #96P.The note at beginning states "proofs in other than accepted or approved colors exist in a large variety of shades, colors and papers produced at various times by the various people for many different reasons. The field is large. The listings of Trial Color Proofs also include several that are similar to the colors of the issued stamps." It also states " All province of Canada proofs are on India paper and were originally mounted on card."
The Quebec Tercentenary proofs were made by pressing engraved, inked steel dies onto paper which produces sharp, raised lines and dots. The images above look flat and dull, maybe litho or even on an inkjet printer.
And lithogravings explanation is the reason I would not venture a quess, as they did not quite look as sharp and refined as true proofs I have seen and own..
