Here is a fuller example of this hand-held roller cancel typically used on parcel post, registry, 3rd class, etc.
There are two features to these devices which most frequently point to this *not* being a precancel device: the vertical line, as chasa notes. And a repeat length greater than the width of a definitive stamp, which often means the vertical line will not fall within the width of a single stamp and be a "fooler".

And yes, many of these roller cancels were used to (provisionally?) precancel stamps (often seen on postage dues). Here is an example of a cover forwarded from Indianapolis to Terre Haute with Terre Haute's similar roller device clearly used to precancel postage dues - note they are *not* tied:


but because their main intended use was post-cancelling and they were used both to precancel and postcancel, they will not be listed as a precancel - and rarely determnable for an off-cover stamp.
