They look like Scott #125 and #130, issued in 1917.

I would agree with khj.

For Gibbons warriors:
Part 2
Provisional Government 15th March--7th november 1917

Stamps of 1909-1915 (type 10)
issued imperf, because of damage to perforating machines.

Also there was lack of analine colours during 1915-1917
so shades occur

Gibbons also mentions "chalk lines"

Interesting to note, on the 15 kopek, my stamp example
has a colon after kon = "kon:" whilst others have just a full stop.

It looks like Tony's is similar.
